Garland Kincheloe Allen, age 92, of Carrollton, KY died Friday, January 5, 2018 at the Carroll County Memorial Hospital.  He was born in Breckinridge County, KY on March 18, 1925 to Everett W. and Ruey Pearl (Kennedy) Allen.  Garland was a member of St. John Catholic Church in Carrollton and was a retired Head Lockman with the U.S. Army Corp. of Engineers operating the Markland Dam and Locks on the Ohio river at Gallatin County, KY and Switzerland County, IN.  He served his country during World War II in the U.S. Navy where he attained the rank of Seaman First Class, while aboard the U.S.S. Whitehurst in the Pacific fleet from 1943 – 1946 and also was a member of the American Legion Post #41 in Carrollton, KY, a Kentucky Colonel and an avid St. Louis Cardinals fan.  Garland enjoyed being with his grandchildren, going to Point Park in Carrollton every morning to see the river and watch the boats and listening to bluegrass music.

Survivors include his loving and dedicated wife, Shirley Payne Allen, whom he married on February 14, 1960, a daughter, Carol S. (Charles) Stephenson of Shepherdsville, KY, three sons, Gary W. Allen of Pewee Valley, KY, Joe (Kerry) Allen of Jacksonville, FL and Michael S. (Alicia) Allen of Naples, FL, ten grandchildren, Eric Parks, Kurt Parks, Alexander Parks, Phillip Parks, Rachel Parks, Paige Parks, Sarah Allen, Stephanie Allen, Benjamin Allen and Meredith Allen.  He was preceded in death by his parents, a sister, Margie M. Arms and a brother, Willard M. Allen.
