Troye Ann Phelps

Troye Ann Phelps, 85, of Milton, Ky., passed away on May 30, 2023, at the Carroll County Memorial Hospital in Carrollton, Ky. She was born on June 20, 1937, in Shepherdsville, KY, to the late Walter Lee Skaggs and Rose Bell Underwood Skaggs.

Troye retired from the Madison State Hospital in Madison, Indiana, where she worked as a dietician. She was a member of Hopewell Community Church. She enjoyed quilting, fishing, and spending quality time with her family.

Troye will be sadly missed by her five daughters, Yvonne Hoopengarnar of Milton, Ky., Carolyn Arnett of Bedford, Ky., Anita Phelps of Milton, Ky., Sharon Rose Phelps of Glasgow, KY., and Pam Harmon of Milton, KY.; two sons, Larry Wayne Phelps, and Terry Lee Phelps, both of Milton, Ky.; a brother, Robert C. Perry of Turners Station, Ky.; six grandchildren; and seven great-grandchildren.

She was preceded in death by her parents, Walter Lee Skaggs and Rose Bell Underwood Perry; her husband, Lancy T. Phelps; a son, Richard Eugene Phelps; and a brother, Sandford E. “Bud” Skaggs.
